Report No. 49: Japanese Prisoners of War
2014-10-23 Thu 10:49
RECRUITING;

Early in May of 1942 Japanese agents arrived in Korea for the purpose of enlisting Korean girls for "comfort service" in newly conquered Japanese territories in Southeast Asia.

The nature of this "service" was not specified but it was assumed to be work connected with visiting the wounded in hospitals, rolling bandages, and generally making the soldiers happy.

The inducement used by these agents was plenty of money, an opportunity to pay off the family debts, easy work, and the prospect of a new life in a new land, Singapore.

On the basis of these false representations many girls enlisted for overseas duty and were rewarded with an advance of a few hundred yen.

The majority of the girls were ignorant and uneducated, although a few had been connected with "oldest profession on earth" before.

The contract they signed bound them to Army regulations and to war for the "house master " for a period of from six months to a year depending on the family debt for which they were advanced ...

Approximately 800 of these girls were recruited in this manner and they landed with their Japanese "house master " at Rangoon around August 20th, 1942.

They came in groups of from eight to twenty-two. From here they were distributed to various parts of Burma, usually to fair sized towns near Japanese Army camps.

Eventually four of these units reached the Myitkyina.

They were, Kyoei, Kinsui, Bakushinro, and Momoya.

The Kyoei house was called the "Maruyama Club", but was changed when the girls reached Myitkyina as Col.Maruyama, commander of the garrison at Myitkyina, objected to the similarity to his name.

China Sees End to Era of 'GDP Supremacy' With Downplay of Growth-RFA
2014-10-23 Thu 10:28
As China struggles through a slowdown in economic growth, the government is trying to shift attention to other measures of success.

On Sept. 12, the National Bureau of Statistics (NBS) announced that it would start issuing a variety of new reports in an effort to end the country's preoccupation with its gross domestic product (GDP).

Ten days later, the official Xinhua news agency said the decision to publish over 40 new economic indicators on subjects ranging from urbanization to the environment "signals the end of the era of 'GDP supremacy.'"

For decades, officials at all levels have pursued high GDP growth rates, reflecting the broadest index of economic expansion and their own worthiness for promotion.

But in recent years, as pollution has worsened, the central government has repeatedly urged provincial and local authorities to take other factors into account.

China's largest freshwater lake shrinks by one third in 3 days-China Daily
2014-10-23 Thu 08:58
China's largest freshwater lake, Poyang, has shrunk by one third in the past three days due to reduced water supply from the Yangtze River and little rainfall.

At 8 am Wednesday, the lake's surface area was 1,490 sq km, a reduction of 679 sq km compared with 2,169 sq km on Monday, said the Jiangxi Provincial Hydrological Bureau.

The water level at Xingzi hydrological station was 11.99 meters at 4 pm Wednesday, 2.13 meters lower than the levels in normal years. The water level is falling by 30 cm per day.

Reduced water supply from the upper Yangtze River due to dams and little rainfall in the past month in Jiangxi were two major causes for the shrinking, said the bureau.

China Sets Limits on Local Government Debt Ahead of Year-End Deadlines-RFA
2014-10-23 Thu 08:54
China is trying to impose debt limits on local governments as they struggle to meet major repayment deadlines by the end of the year.

In what may be a critical step toward financial order, the State Council, or cabinet, issued new debt rules for local authorities on Oct. 2, seeking to end backdoor lending schemes that threaten to spiral out of control.

Last year, the National Audit Office found that the total of direct local government debts, guarantees and contingent liabilities had reached 17.9 trillion yuan (U.S. $2.9 trillion) by June 30, 2013.

There has been no official estimate since then, but many local entities are believed to have borrowed heavily to finance construction and budget spending as economic expansion has slowed.

Nearly 40 percent of the debt and guarantees will mature by the end of this year, putting repayment pressure on local authorities, The Wall Street Journal said, citing the audit report.

Many have skirted a previous government ban on local bond issuance by establishing arm's-length corporations known as local government financing vehicles (LGFVs) to raise funds, often from the shadow-banking sector.

The number of unregulated LGFVs has snowballed with estimates ranging from 7,000 to over 10,000. As of mid-2013, the audit found local governments had borrowed 4 trillion yuan (U.S. $651 billion) through their LGFVs, the official Xinhua news agency said.

China Executed More Than 2,000 People Last Year: Rights Group(RFA)
2014-10-23 Thu 08:50
Chinese authorities executed some 2,400 people in 2013, with a similar number of death penalties expected to be carried out this year, according to estimates from a U.S.-based rights group.

The figures represent a sharp fall across much of China, but the Dui Hua Foundation said the number of executions carried out in the troubled northwestern region of Xinjiang, which has been hit by a wave of violence in recent years, will likely offset falling death penalty rates in the rest of the country.

"China executed approximately 2,400 people in 2013 and will execute roughly the same number of people in 2014," the group said in a statement on its website.

Hong Kong Students Call For Direct Talks With Beijing Officials on Democracy-RFA
2014-10-23 Thu 08:44
A student leader of a mass pro-democracy movement in Hong Kong called on Wednesday for direct talks with the ruling Chinese Communist Party following a live televised debate on Tuesday in which local officials offered minor concessions but rejected protesters' demands for genuine universal suffrage in 2017 elections.

Alex Chow, leader of the influential Hong Kong Federation of Students (HKFS), told RFA that student leaders of the Occupy Central campaign, which has blocked major highways in the semi-autonomous city since Sept. 28, want to know exactly how far Beijing would let Hong Kong go.

He said the protesters have no plans to leave the occupied sites any time soon, but called for direct dialogue with Chinese officials instead, possibly with a member of China's National People's Congress (NPC) standing committee.
